Vladimir 'Vlad' Krotsky, along with his twin brother Igor, is a hover car racer from the Russo-Chinese league of racing.

Hover Car Racer[]
Born and raised in Russia, the twins Vladimir and Igor Krotsky obtained their own racing-class MiG-90 hover car, with Vlad's being named the Red Devil II. Together, the brothers participated in numerous races in the Russo-Chinese League, and over several races were responsible for up to 16 crashes, none of which affected Vlad and Igor themselves, but in one instance was fatal for one of their rivals.
One year, Vladimir finished second place in the R-C League, one place behind Igor, with their placings earning them invitations to enter the Challenger Race of the New York Masters.
Once the Challenger began, the Krotsky brothers found themselves in a chase pack pursuing Xavier Xonora and Jason Chaser, the race's leaders. On Lap 3, the twin brothers ganged up on Praveen Chandra and forced him into a sideways lateral skid, leaving Chandra a huge obstacle. The resulting crash caused by Vlad and Igor took out seven other racers, including Zhang Lao, Varishna Krishna and Markos Christos. While this maneuver allowed the brothers to move ahead in the positioning, Vlad and Igor were unable to catch up to Chaser and Xonora before the race was over, finishing the race around third and fourth ahead of Ariel Piper.

- Expert Driver / Pilot: As seems to be standard practice for anyone wishing to learn how to drive a hover car, Vladimir is capable of piloting the aviation-type hover car. His talents as a racer got him the second place position in the Russo-Chinese League and an invitation to take place in the Challenger Race. Along with his brother Igor, Vlad is an expert at using his hover car offensively during race, being able to cause multiple crashes without being affected by them.

- Red Devil II: Vladimir's personal hover car, a MiG-90, which he used to participate in the Russo-Chinese League and later the New York Challenger.
- Racing Uniform: Like all racers, Vlad has a racing uniform, comprised of a crash helmet, leather gloves and boots, and racing overalls, all coloured and patterned in the his colours of choice.
- Pit Tarantula: A standard piece of equipment for hover car racers, this machine aids in pit bay maintenance during races, which Vladimir's mech chief managed during pit stops to keep their team's car in top working order by replacing worn or damaged parts, as well as refilling coolant.
